On a baking cooking lined with parchment paper arrange the pecan halves in clusters.
In a microwavable bowl add the caramels, butter, and 2 Tbsp. of evaporated milk; melt in microwave for 2-3 minutes. Pour enough of the caramel mixture over the pecans to cover the cluster.
In a double broiler add the chocolate, 4 Tbsp of evaporated milk, and paraffin wax on low heat. Constantly mix the chocolate and once its smooth add it to the top of the caramel.
Cool in refrigerator for at least 1 hour. Remove from baking sheet and serve.
